Serbia has weathered and still faces a range of hazards and threats that could give rise to local or national level emergencies. Municipalities have special preparedness and planning needs, since local actors – inside and outside government are always the first to reach the scene and are the first respond. Building a sustainable and systematic approach to emergency response depends on the disaster management capacities of key institutions, individuals and networks. Working with the municipal responders throughout Serbia, Serbia Contingency Planning and Economic Security Program helps municipalities to develop and/or update risk assessment and emergency response plans.
Bearing in mind that municipalities in Vojvodina have faced heavy floods in the last few years, we would like to base our cooperation in this part of Serbia, mainly in increasing the capacity for defense against this natural phenomenon. This training opportunity will allow the participants to present the best practices in dealing with natural disasters and other emergency situations which municipalities in Vojvodina face.
The attendees will be representatives of municipal teams for managing crises events from Titel, Sremski Karlovci, Zrenjanin and Opovo, as well as other relevant actors from public enterprises and media. The aim of the training is to strengthen municipal capacities and encourage a systematic approach in risk assessment, planning and response to emergencies.
Serbia Contingency Planning and Economic Security Program is a multi year program that will strengthen local capacity to respond to emergencies and the needs of vulnerable populations. It is funded by the American people through the United States Agency for International Development (USAID). The estimated duration of the program is trough year 2011.
In 2006 the Preparedness and Planning team worked with crises responders from 14 municipalities in central, southern and southwestern Serbia. In 2007 the team is working in 12 more municipalities throughout the Nisava district and Vojvodina.
Having in mind significant role of media in response of the crises events, local newspapers representatives form Titel and Sremski Karlovci will also participate in the training.
