The Preparedness and Planning team has fostered and co-administers the creation of a Disaster Management Working Group chaired by the UN Resident Coordinator and made up of international emergency response actors and donors, so as to advocate with the Serbian government for a national disaster management normative framework. The group currently includes representatives of United Nations Development Program (UNDP), World Health Organization (WHO), UN High Commissioner for Refugees (UNHCR), Delegation of the European Commission, Norwegian Peoples Aid, International Committee of the Red Cross (ICRC), International Federation of Red Cross (IFRC), Embassy of the UK/Department for International Development (DFID), Organization for Security and Co-operation in Europe (OSCE), UN International Strategy on Disaster Risk Reduction and the Stability Pact Disaster Preparedness and Prevention Initiative.
The Preparedness and Planning program initiatives quietly catalyze advocacy by local government, national government officials and civil society actors. In spring 2007, President Tadi?, representatives of the Ministry of Interior, Ministry of Defense and the Standing Conference of Towns and Municipalities have all called publicly for a disaster management legal framework and system.
